Yes. If the Engine locks up at 70 mph, the car will slow rapidly. The torque converter of the transmission at this speed will has no slip at all. The transmission locking up would cause the vehicle to slow rapidly as well. Yes it can leave skid marks, as long as none of the drive axles break/broke.
